Noumandiez Dou\u00e9 has returned to the top of Ivorian refereeing, following his appointment as president of the Central Referees Commission of the Ivorian Football Federation (FIF).<\/p>\n

The experienced former international referee is one of the new faces introduced into the permanent commissions following Yacine Idriss Diallo\u2019s re-election as FIF president on September 12, 2026. Dou\u00e9 takes charge of the commission at a time when C\u00f4te d\u2019Ivoire is seeking to consolidate the progress made in the development of its match officials.<\/p>\n

His return is particularly significant given his experience at the highest level of African football. Dou\u00e9 was an international referee between 2004 and 2015 and officiated at four Africa Cup of Nations tournaments. He also became the first Ivorian referee to take charge of a FIFA World Cup match in 2014.<\/p>\n

One of the defining chapters of his career, however, came during the AFCON 2023 hosted by C\u00f4te d\u2019Ivoire. Dou\u00e9 was at the heart of the refereeing structure as CAF\u2019s Director of Refereeing and Football Technology, helping oversee preparations and the technical management of officials for a tournament in which African refereeing received widespread praise. CAF itself later highlighted the excellent performances of referees and VAR officials at the C\u00f4te d\u2019Ivoire tournament.<\/p>\n

The standard of officiating at that AFCON was widely regarded as one of the strongest performances by African referees at a major continental tournament. The tournament provided a showcase for the progress made in referee preparation, VAR use, decision-making and match management, with officials handling several high-pressure matches without the level of controversy that has often followed major African competitions.<\/p>\n

Dou\u00e9\u2019s influence extended beyond the tournament itself. His work had helped establish a more structured approach to referee preparation, with technical, physical and VAR training becoming central elements of CAF\u2019s preparation programme. Ahead of the C\u00f4te d\u2019Ivoire tournament, he insisted that refereeing had a crucial role in the success of the competition and that officials had to be fully prepared for the demands of the tournament.<\/p>\n

His departure from the leadership of CAF\u2019s refereeing structures was therefore followed closely by observers of African football. During the AFCON Morocco 2025, when refereeing again became a major talking point, there were renewed calls in football circles for CAF to reconsider Dou\u00e9\u2019s absence and bring him back to the helm of its refereeing department.<\/p>\n

That context makes his appointment by the FIF more than a routine administrative change. C\u00f4te d\u2019Ivoire has brought back a man whose reputation was built both on the pitch and in the management of referees at continental level.<\/p>\n

Dou\u00e9 now returns home with a considerable task ahead of him: to strengthen Ivorian refereeing, develop the next generation of officials and maintain the high standards associated with the country\u2019s refereeing reputation.<\/p>\n

For the FIF, his appointment is also a statement of intent. With a former World Cup referee and experienced CAF refereeing administrator now leading the commission, C\u00f4te d\u2019Ivoire is placing expertise and international experience at the centre of its plans for the future of domestic refereeing.<\/p>","protected":false},"excerpt":{"rendered":"
