A recent correspondence from the Minister of Sports released on Friday April 5, has addressed the objections raised by FECAFOOT President Samuel Eto’o regarding the appointment of the new coaching staff for Cameroon’s national football team, the Indomitable Lions.
Prof. Narcisse Mouelle Kombi reply highlights the State’s prerogative under the MINSEP-FECAFOOT convention to appoint and remunerate the coaching staff, a practice that has been historically followed without controversy.
“Decision taken on the basis of Article 9 of the MINSEP-FECAFOOT convention of February 5, 2015 giving full latitude to the State to recruit and make supervisors available to its national football teams.
“This provision mechanism has, in the recent past, enabled the recruitment and designation, as an example, of staff led respectively by MM. Clarence SEEDORF, Antonio CONCEIÇAO and Rigobert SONG, to name only these cases, without this causing the slightest controversy or attempt at obstruction on the part of FECAFOOT”, The letter reads,
MINSEP also points out that the recruitment process was conducted transparently and with due diligence, considering the candidates’ qualifications, motivations, and financial demands.
“A ministerial working group made up of personalities with proven expertise was set up to methodically and rationally record, analyze and evaluate all applications. Around thirty applications were received at MINSEP, including three transmitted, with full knowledge of the facts and the procedure, by you through letter n°030/FECAFOOT/PDT/DIRCAB/ACP/24 of March 12, 2024.
“All these applications were examined transparently and objectively , on the basis of a grading grid and rigorously defined evaluation criteria. These criteria included, among others: the level of qualification and motivation, performance, related and complementary authorizations, knowledge of Cameroonian football, the ability to work with complete independence and integrity without external interference, professional curriculum, distinctions and experience as a coach,” he highlights further.
Mouelle Kombi further clarifies that the State, as the owner of the Indomitable Lions, has the full competence to interpret and apply its regulatory acts.
This includes the responsibility to appoint the coaching staff, which is seen as a necessary step to rejuvenate the team and achieve better performance outcomes. The minister reassures that this action does not infringe upon FECAFOOT’s autonomy or violate any higher regulations, but rather aligns with them.
Worth noting is Fecafoot’s proposed coaches were sidelined due to the exorbitant fees charged, one that has never been paid before in the history of trainers of the Indomitable Lions
“Let us emphasize that in terms of designation, recruitment and management of national team management, and taking into account the silence on this subject of Decree No. 384 of September 26, 2014 on the organization and operation of national football teams, the text most appropriate reference, the operational and explicit legal framework is the MINSEP-FECAFOOT Convention of February 5, 2015, with its addendum of May 4, 2016.
“This concerted act, crowned with the obligatory force of the “law of the parties “and benefiting both of the privilege of the lex posterior than of the authority of the lex specialise.
“This text does not subject the Government’s decision to prior approval by FECAFOOT. Also, by virtue of paragraph 2 of Article 9, the State being the one which pays the members of the technical management, it is entirely normal, as has always been the case, that it has the latitude, under the supervision of the Ministry of Sports and Physical Education (which signs the legal act of commitment) to recruit, designate and assign supervisors to the Indomitable Lions, whose management is granted by the Government at FECAFOOT,” Mouelle Kombi stresses on this.
In conclusion, the minister’s response seeks to resolve the dispute by asserting the legal and traditional grounds for the State’s decisions regarding the management of the national football team. The emphasis is on the need for efficiency, consistency, and a renewed spirit to lead the Indomitable Lions to future victories.
